They are enforceable building-code obligations that now sit inside plan review, permitting, and inspections. The key inflection was the City’s adoption of the 2021 International Energy Conservation Code (IECC) as the energy “floor,” effective January 7, 2023, followed by the 2021 International Green Construction Code (IgCC) as a mandatory code effective July 1, 2023 for covered project types.
